Toney Thompson serves as Director of Strategy at the North Carolina Department of Health and Human Services, where he leads the department’s strategic planning efforts and supports enterprise-level initiatives focused on operational excellence and impact.

His career spans state and local government roles, including Innovation Strategist for Wake County and Budget Analyst for the City of Durham, where he advanced equity-centered budgeting and change management initiatives.

Toney holds a Master of Public Administration from UNC–Chapel Hill and a Bachelor of Arts in Public Policy from Duke University. He is passionate about helping public organizations turn strategy into action—and making government work better for the people it serves. Toney is based in the triangle region in North Carolina.
